SOCIAL AND CULTURAL PARTNERSHIP – THE KEY TO SUSTAINABLE DEVELOPMENT

Summary

The conducted scientific research has revealed the following:

1. The essence of sociocultural partnership is the public duty of every worker to provide a fruitful peace and well-being to others at the micro and macro level (within the enterprise and between organizations). This moral, human, peaceful, friendly, honest, open cooperation based on moral and spiritual culture of management will allow to make the right management decisions that ensure the efficiency of production and sustainable (life-giving, long-lasting) development of the labor collective of the enterprise and society. It is possible to achieve continuous development and prosperity of society only under conditions of social peace and cooperation of all participants of the environment to benefit the people;

2. Universal (global) principles of sociocultural partnerships:

- adherence to and development of spiritual and moral culture of life and management of social partners, freedom of creative association; mutual trust, mutual respect between partners, unacceptability of confrontation, hostility, competition, financial fraud to businesses;

- universal spiritual and moral unity and cooperation of social partners: members of the labor collective or cultural and professional union; the top manager of a company with employees; enterprises with customers, business entities and local authorities;

- self-management (the right of workers to participate in enterprise management);

- promotion of the socially responsible economy development, a lasting peace in society;

- providing normal life-giving working and living conditions for workers;

- all people ... have the right to material welfare and spiritual development in conditions of freedom ..., stability in the economy and equal opportunities in activities and regular negotiations;

- unacceptability of restrictions on the legal rights of workers;

- promotion of full employment and higher living standards; voluntary lifetime employment;

- compliance with the agreements reached and responsibility for commitments undertaken (the principles of the International Labor Organization).

3. Sociocultural partnership tasks at the micro, macro level:

- permanent cultivation of spiritual and moral culture of management and people's livelihood among partners, in educational institutions, mass media;

- development and adoption of a cultural and professional code (code of honor) of the labor collective;

- increased moral and material stimulation of productive labor and living standards; timely receipt of wages in accordance with the quantity, quality, working conditions, experience and availability of disabled family members; determination of reasonable minimum and maximum wages, social benefits;

- maintenance and creation of favorable jobs;

- respect of workers' rights to improve their qualifications, ensure proper working conditions, social development;

4. Ways of achieving social and cultural partnerships at micro-macro levels:

- creation of a legislative base in Ukraine on socially responsible household management, economic, social and cultural partnership;

- active participation of the state (moral and cultural power) in the sociocultural partnership at all levels of society and economic activity as the guarantor of the worker’s rights, parental example of social responsibility, proper social and labor relations;

- development and adherence to socially responsible (sociocultural): mission – improving the quality of social life; principles of humane management (the principles of happiness: spiritual and moral unity, self-sufficiency, self-financing, self-complacency, gratitude to the Creator for everything); management style (parental love and responsibility); management methods (socio-psychological ones in the first place);

- elimination of incivility factors and social-economic instability (obsession) in the activities of the labor collective and society: government and business immorality; monetary-market (neo-liberal) economy and household management; total privatization of large and medium enterprises; dollarization of the country; foreign investments; export-oriented economy; usurious loans; competition and wars (cold and hot) for markets, resources and power, as any war (economic or, especially, armed) is a mental, economic, physical death, and the world is the basis of life joy and sustainable (life-giving, long-lasting) development; production and distribution of socially harmful products and services (weapons, alcohol, tobacco, pornography, drug products, gambling, heresy); non-interference of a socially responsible state into the activities of enterprises; permanent rise of prices, inflation, unemployment, crime; destruction of traditional cultural family values as the basis of social partnership in the labor collective and society;

- peaceful coexistence and cooperation with the external environment;

- participation in drafting of collective agreements;

- moral marketing implementation;

- coordination of socio-economic, cultural, environmental, innovative projects, normative legal acts;

- consultations at all levels when making managerial decisions;

5. Indicators of sociocultural partnership within the enterprise and development of interaction between the enterprise and external organizations;

6. The leading role of spiritual and moral development of workers in achieving an efficient (productive) sociocultural partnership;

7. Methodology for determining sociocultural partnership of employees and the indirect level of their peaceful interaction with external partners according to the three main components of joint development: spiritual and moral, social and economic;

8. The level of sociocultural partnership efficiency at a standard modern enterprise in Ukraine which includes: the level of spiritual and moral development of the workforce – 0.14 (unsatisfactory), the level of satisfaction of social needs – 0.13 (unsatisfactory), economic development – 0.32 (satisfactory). This structure of the constituent elements of workers' development shows that the level of spiritual and moral culture of managing the working people provides about the same degree of satisfaction of social needs and contributes to the growth of the economic development of the enterprise more than doubled. In general, the average coefficient of sociocultural partnership efficiency was 0.18, i.e. the average level of sociocultural and economic development of the workforce is still unsatisfactory. Therefore, the socioeconomic decline of society is due to the low spiritual and moral culture of life and management of everyone, ranging from a scientist to a worker or official. After all, in conditions of immorality and lack of spirituality of the working people, without moral and spiritual unity of people, there cannot be sociocultural partnership as the beginning of a sustainable (life-giving, long-lasting) development, and economic growth, with its labor productivity and income, loses all meaning. That is, it is impossible to provide sociocultural partnership and sustainable development with financial methods.
